The Ministry of Defense and the phase’s challenges…

When the nation is subjected to an aggression, and the Armed forces is being heavily targeted, and one of its combating wings falls like the events in Mosul in the middle of 2014, the priority would be to remove any traces of the aggression and limit its effects, while rebuilding the psychology and fighting spirits of warriors, rehabilitating them in training and providing sufficient arms to them, and raising their combat preparedness so as to sufficiently face challenges and aggression. And since the danger was sudden and grave, and cannot stand any delay, the Rational Reference released a fatwa declaring and allowing compulsive jihad to correct the situation and save it from collapsing. And indeed the brave men of the armed forces had managed, with the cooperation and coordination with their brave brothers in the PMF, to stop the invaders and their brute aggression and perform a counter attack in more than one area in our occupied territories. And hopefully the military achievement and accomplished victory of liberating Tikrit had expressed the extent of the fateful cohesion between the army and civilians, and have showed at the same time the strong need to build a professional army capable of performing its patriotic roles that are supported by the national and political wills. We today stand in front of a national and constitutional entitlement that brings back up the matter of rebuilding the army and the armed forces within the contents of the constitution with a modern vision that depends on quality over quantity and on professional and military measures in selecting individuals, electing leaders and commanders, and varying the sources of arming. That is a national project that was previously announced by Dr. Khaled Al-Abadi the Minister of Defense, and considered it a priority in the ministry’s plan and its new running policy in fixing the Mosul’s relapse and consequences on the field, as well as raising the level of the combat performance of the army while simultaneously rebuilding and arming it… the Ministry of Defense faces today rough challenges and huge responsibilities that require supporting it on political and media levels and with all available means and methods to complete the road of construction and development with sure steps empowered by the field experience that is rich with lessons and sacrifices in order to reproduce the future image of the army and armed forces and their features of bravery, sacrifice, courage, and selflessness for the sake of defending the nation and raising its victorious slogan… (victory or martyrdom)…
