We call out to the government – with its concerned departments, the Prime Ministry, and the Office of Financial Supervision – to be fair to our retired fathers, mothers, and brothers, and pay their financial dues and End of Service awards. And to preserve their dignity from need and poverty, and question whoever’s responsible for manipulating with their money and breaking the law. And not to underestimate this matter that affects a wide section of the sons of our honorable people.

Some recently retired brothers told me about their suffering and disappointment in the procedures that put their financial dues and end of service awards in the out of allocations (Nafath Al-Takhsisat) column, while they are pre-deducted funds that were deposited in the safe box and no one has the right to use it in any way no matter which sector they’re from as it is a trust money in the state treasury that has to be paid to the owner on the due legal date on the end of service or passing. And here is the summary of their story:
The state is cuts out from the government employee – civil and military – a calculated monthly amount during all their working lives under “Retirements” item, and deposit that amount in:The Trust Fund for Retirement, so it would be cashed to them in case of retirement so they can benefit from it in their elderly and weak years and preserve their dignity during senescence from poverty and needing from others. And it is a right earned and preserved for them not a favor or charity from anybody.
And what happens now is that this right is not paid for whoever deserves it under the allegation that there are no allocations?!
The reason is that the corrupt has emptied Iraq’s safes and stole everything, which forced some ministries and organizations to break the rights of this vulnerable class of people and use their money to fill the shortage in other areas, and in the meanwhile, when the retirees check and inquire about their rights, they are asked to register their phone numbers to contact them at the availability of allocations, which remains under demand and delays and postponed procedures due to the current financial crisis. And that is a major disturbance in the law organizing the relationship between the employee and the state, and a manipulation with the public funds. There is no justification of this outrageous violation of trusted funds specified for a category that fulfilled their mission and commitments to the job, and washed their hands and started a new page clear from any constrains, debts, and dues for the state, to finally find themselves in front of dilatory procedures that cannot be described with anything but a corruption of conscience and a betrayal of trust. This trial leads us to one truth, which is the simple citizen is always the victim and the one paying the price of corruption, failure, and bad management.
We plead the government – with its concerned facilities, the Prime Ministry, and the Office of Financial Supervision – to correct this defection, fix it according to the law and be fair to our retired fathers, mothers, and brothers by paying their financial dues and end of service awards to preserve their dignity from need and poverty, and question whoever’s responsible for breaking the law by manipulating with their money, and not to underestimate this matter that affects a wide section of the sons of our honorable people.
